Power BI doesn't validate the user every time a report is refreshed, it uses the stored credentials. In a sense, you have 2 levels of security in Power BI query level where connectivity is established with the data source and the query and visualisations set up, and user level (RLS) where if a data source has RLS a user can be restricted from seeing some of your data. You have to realise that he connection you use to set up the PBIX/Power Query is the initial query to set up connectivity, not a user interface level login. From what I know the short answer to your question is no.
